Does it actually regrow lost hair?

It will slowly help hair loss and regrow hair. You do have to use it regularly to be effective. And it will only regrow on the top of your scalp, not the sides or front. I use a combination of the liquid and the foam. I prefer the foam but it doesn't last nearly as long and is more expensive. Going to bed I use the liquid and in the morning I use the foam.

how do you get the darn cap off? There is a big white band but no instructions came with how to get the cap off?

You can twist the cap or you can use a knife and cut the plastic along the bottom of the cap. Make sure that you cut the plastic the full diameter of the cap.

Dose it leave your skin dry and flaky ?

Yes it does....but it's better than no hair. Have used for 20+ years.

How much do you apply at a time?

I'm a woman with long hair, not sure if you have long hair. Anyway I make parts across the top of my head and use tiny squirts of foam down the part, I do about 4 or 5 tiny squirts of foam then I rub the product down the part then repeat. Once done I squirt a little bit of foam onto my fingers then I bend my head upside down and rub the product into my scalp and blend it really good. I think doing it this way uses less foam since doing it any other way most of the foam would just end up in my hair instead of on the scalp. If you dont have long hair then disregard this but a little bit of foam goes a long way. You dont have to coat is on, as long as it gets on the skin you're good.
